The top assembly is not sold separately you would unfortunately have to replace the whole snorkel.

Yes, all of our "Dry" snorkels have a valve that you may notice at the top. This valve prevents water from entering when you submerge, and makes blowing to clear the snorkel at the surface unnecessary
